Monrovia’s City Manager Hired by West Covina

Monrovia City Manager Jim Starbird was appointed the new city manager of West Covina on Monday night, succeeding Bob Fast, who retired in October after 14 years on the job.

The City Council voted unanimously to appoint the 41-year-old father of two from a pool of more than 60 candidates. He will assume the $116,400-a-year post May 6.

Starbird has served as Monrovia’s city manager and as executive director of the city’s redevelopment agency since 1983. He formerly served as assistant to the city manager of Eureka.
