The Community Video Advisory Board of Orange is expected to vote Thursday whether to accept proposed guidelines for its public access cable channel. The guidelines -- which would define what sort of programming the board may reject, or may demand to view prior to broadcast -- were the focus of controversy earlier this year involving a locally produced public access news program for gays and lesbians.
