Whittier : Guest House Conversions Banned Another 6 Months
The city staff will have six months to devise new regulations governing the conversion of guest houses to apartments, thanks to last week’s extension of a moratorium on such conversions.
The Whittier City Council passed its original moratorium March 5. Council members approved the extension when it became clear that the staff needed more time to research how the city code should be changed.
The conversions became a problem in recent years as numerous property owners began making guest houses and garages into apartments, causing parking problems and burdening city services, including water and sewer lines, officials said.
Earlier this year, the Whittier Conservancy, a preservation group, turned over to the city a list of more than a dozen allegedly illegal apartments.
