Shape Up, IMF Official Tells Soviets: A senior International Monetary Fund official warned the Soviet Union that the West will not give it aid until it reforms the “rotten structure” of its economy. The official, who declined to be identified, urged Moscow to settle its power-sharing disputes with its republics and speed up economic reforms if it wants to win support from the international community to rescue its battered economy.
