SMOKE-FREE: San Diego County banned smoking in its jails two years ago and Los Angeles said Wednesday it will follow suit by year’s end. Is Orange County next? Probably. . . . Assistant Sheriff John Hewitt says it’s a “good idea” but still being studied by the Sheriff’s Department and the Health Care Agency. One concern: avoiding “unpleasantness or confrontation” with inmates told to drop the cigs.
