Color Them Animated: Make way for Roseanne Barr and Tom Arnold . . . in animation. They are set to star in a prime-time animated variety special due on ABC in 1992. Nelvana Ltd., which produces the “Little Rosey” animated series based on Barr, is producing “The Rosey and Buddy Show,” which is described as “Rocky and Bullwinkle” meets “In Living Color.”
