MISSION VIEJO : Council Seeks More Details on Project

After months of work on a citywide development agreement with the Mission Viejo Co., City Council members decided this week that they want more details about the plan before giving their approval.

Council members have asked staff planners to discuss with the development company how construction will take place on a parcel of approximately 200 acres along El Toro Road just north of the city.

“We would like to see more open space on that site,” Councilwoman Susan Withrow said. “It would be a trade-off, more open space in some areas in exchange for more building in other places” on the parcel, known as Planning Area 11.

The proposed building agreement would designate the use of the remaining 5% of undeveloped land in Mission Viejo.

The Mission Viejo Co., which began building this planned community of 75,000 in the mid-1960s, wants to complete work on the area by 1995.

To help smooth its exit from city affairs, the firm is offering the city an estimated $15 million to $18 million in public benefits, such as land for a proposed civic center, in exchange for the development agreement.
