French-Consortium Chosen by Texas: A French-backed consortium that includes former Texas Lt. Gov. Ben Barnes won a state franchise to build a $5.5-billion high-speed “bullet” train that will eventually link Texas’ largest cities. The Texas High-Speed Rail Authority voted unanimously to award the franchise to Texas TGV, rejecting a bid by Texas FasTrac Inc., a German-backed consortium. Construction will begin in mid-1994. TGV’s electric train will travel at up to 200 m.p.h., allowing passengers to go from Houston to Dallas in 1 1/2 hours, a route to open in 1998.
