Monterey Park : Height Law to Be Reviewed

City officials will take steps to clarify 1987 voter-approved height limits on buildings, after complaints that a church steeple was allowed to exceed the limits.

City Manager Mark Lewis said last week that his staff will look into the matter. The review comes at the request of the city’s Planning Commission, which questioned whether the City Council violated the height limit when it permitted the church steeple to be built.

The council earlier this year decided that the steeple planned for the Chinese Evangelical Free Church did not have to comply with a 40-foot height limit passed by voters in 1987 as part of a sweeping slow-growth initiative.

Some members of the Planning Commission, including Chairman Joe Rubin, believe the law applies to structures such as steeples, and asked city staff members to clarify the intent of the law.
