A former California Community Colleges official and his wife have pleaded guilty to charges that they embezzled nearly $1 million from the system, Sacramento Dist. Atty. Steve White said Monday.

White said that Robert Howard, former acting dean of special services for the colleges, and his wife, Pamela, pleaded guilty to 47 counts.

The Howards admitted that they set up a fictitious business and diverted nearly $1 million to the firm from 1982 to 1988 by submitting phony bills for computer services and surveys, White said.

Superior Court Judge Jim Morris promised to sentence Pamela Howard to no more than four years in prison and Robert Howard to no more than 6 years, 8 months, White said. They each faced up to 11 years behind bars.
