3 Charged With Murder in Drive-By Killing of Woman : Thousand Oaks: They are accused of shooting Jennifer Jordan, 20, described as an innocent bystander.

Two men and a woman were charged with murder Tuesday in the drive-by slaying of a Thousand Oaks woman last week, but another woman arrested in the case probably will not be charged, investigators said.

Charged with murder and two counts of attempted murder were Patrick Strickland, 22, of Thousand Oaks; Scott Kastan, 18, of Westlake Village and Kirstin E. McLuckie, 19, of Chino Hills. They also face a special allegation that they were armed during the crime.

The three are accused of killing Jennifer Jordan, 20, who was struck in the head by a bullet Friday night as she attended a birthday party on Houston Drive.

Investigators described Jordan as an innocent bystander who had just stepped outside the house when at least four shots were fired from a passing car in a gang-related attack.

Sheriff’s Lt. Joseph Harwell said Strickland and Kastan belong to a gang called the Small Town Hoods, and that the shots were intended for two members of a rival gang called the Houston Hoods. Several members of the Houston Hoods were at the party, but Jordan was not a gang member, investigators said.

Harwell said investigators do not know which of the suspects fired the shots.

In an emotional appeal to the Thousand Oaks City Council on Tuesday night, Jordan’s father asked the community to rally against street gangs. Charles Jordan, 55, wept as he showed pictures of his daughter and described seeing her covered in blood.

“Hell, I didn’t even know we had gangs in Thousand Oaks!” he said. “I want you people to understand that these gutless gang trash don’t care who they kill or how many innocent lives they disrupt.”

Strickland and Kastan were arrested Sunday night, and deputies who searched Kastan’s home said they found a .38-caliber pistol believed to be the weapon used in the slaying.

A woman suspected of driving the car, Breta Bates, 28, was arrested Monday with McLuckie at the Thousand Oaks home of McLuckie’s family. But Harwell said Tuesday that Bates is not expected to be charged.

“At this point, the case we’ve developed . . . does not place her in an active role,” Harwell said. “She was active in the sense that she drove, but being able to show that she was aware of what would happen is another issue.”

The three suspects were to be arraigned Tuesday, but their attorneys were granted a postponement until June 21.

The defendants appeared briefly in court, but their faces were shielded after one of the defense attorneys said his client may have been mistakenly identified as one of the assailants.

The suspects are being held in the Ventura County Jail with bail set at $250,000 each.

In addition to the other charges, Strickland faces a special allegation that he was on bail in another case when the slaying occurred.

Strickland and George Avina, 18, of Thousand Oaks were scheduled to go on trial Monday in that case, which stems from the shooting of a Thousand Oaks teen-ager Jan. 7. Strickland was accused of encouraging Avina to shoot the victim in the arm, and had been released on $5,000 bail while awaiting trial.

After Strickland’s arrest Sunday, the trial on the earlier case was postponed until later this month.
