Temple City : Carwash Permit Delayed

A construction permit for a carwash, gas station and restaurant on a 4.7-acre parcel on Golden Springs Road was delayed for 30 days by the City Council.

Gary Clapp of Toran Development and Construction said the company plans to operate the carwash and has reached a tentative agreement with Unocal to operate the gas station, but does not have an arrangement with a restaurant.

Carwash--A digest item in Thursday’s Times about a carwash, gas station and restaurant proposed on Golden Springs Road in Diamond Bar was incorrectly listed under a Temple City heading.

Council members asked developers for more details on traffic, car movement, and how the project would affect a carwash under construction on Grand Avenue nearby.

Six people spoke against the proposed project, expressing concern on those issues and on whether the developers can attract a restaurant.

Piero Wemyss of the Trestles Co., a consulting and development firm working with Toran, said the situation was a “Catch-22.” “Restaurants don’t want to commit to something that isn’t approved by the councils,” he told the council.

The Diamond Bar-based Toran Development submitted the request in November for the land, which it leased from the city. The completed project would generate about $400,000 in city taxes, Wemyss said.
