MOONLIGHTING: Even after being named president of Chapman College last week, James Doti still hopes to be elected citizen representative on the new and powerful Orange County Transportation Authority. . . . Doti’s platform has a twist: a proposal that motorists be charged for driving freeways during peak hours. The authority members, who do the voting, have wondered if Doti will have the time, in light of his new job. But Doti says college trustees have given him the green light.
