Appeal Dropped: The Justice Department is dropping the appeal of a decision last fall by a Los Angeles federal court judge that invalidated a 1990 requirement by the National Endowment for the Arts that grant recipients sign a pledge not to produce obscene work. The ruling applied to separate lawsuits filed by the Bella Lewitzky Dance Company and the Newport Harbor Art Museum.
