TUSTIN : Budget Is Balanced but Only on Paper

A tentative municipal budget of $40 million has been balanced, but in the weeks ahead the City Council might have to choose between reducing services and looking for new revenue sources, according to City Manager William A. Huston.
About half the budget, or $17 million, is for the Redevelopment Agency. To balance the budget, city staff have suggested reductions that include the elimination of 10 vacant positions.
Although the recession and state and county cutbacks have affected many cities, Tustin is relatively fortunate because it has a diverse economic base, Huston said in a budget message to the City Council.
The Tustin Ranch project, Pacific Center East and the proposed closure of the Marine Corps helicopter base in Tustin are expected to provide valuable benefits for the city, Huston said.
The tentative 1991-92 budget is 3.4% higher than the previous year. A 7.4% increase in revenue is also projected. The City Council will hold a budget workshop July 1.
