COLLEGE CUTS: The budget ax continues to fall on state universities. . . . Cutbacks have already been announced at Cal State Fullerton. Now the president of Cal State Long Beach--which serves more than 11,000 Orange County students--has approved major budget reductions (B1). In the long run, president Curtis L. McCray said, universities must look elsewhere for help. “I believe it is time to turn to other sources,” he said. “It is no longer sufficient to depend solely on tax revenues for support.”
