California State University has scheduled a public hearing Thursday on a draft environmental report on three possible county sites for a four-year university.

The university system has proposed building a two-year upper-division college for 2,000 to 5,000 students that would evolve over 20 years into a four-year campus for 15,000 to 20,000 students.

The three sites are: 320-acre Duntley/Chaffee parcel near Camarillo, east of Central Avenue and south of Santa Clara Avenue; 308-acre Donlon property east of Oxnard, south of Wooley Road between Rose and Rice avenues; and the 350-acre Sudden Ranch, northeast of Ventura, south of Foothill Road between Saticoy Avenue and Kimball Road.

Cal State officials say they believe that the university’s board of trustees will be able to choose one of the three sites in September.

Public comments can be made from 6:30 to 8:30 p.m. at the hearing at the Financial Plaza Hilton in Oxnard. Those wishing to submit comments in writing have until July 27, said Colleen Bentley-Adler, a university spokeswoman.

Written comments should be submitted to David Leveille, director of institutional relations, California State University Office of the Chancellor, 400 Golden Shore, Long Beach, Calif., 90802-4275.

The draft report is available for review or purchase at the CSU Northridge Ventura Campus, 2151 Alessandro Drive, Ventura. It is also available for review at area libraries and the county Government Center.
