SANTA PAULA : Grading Begins at Seniors Housing Site

Grading has begun on a 150-unit residential facility in Santa Paula that will provide affordable housing for senior citizens, project officials said Thursday.

Rent at the Santa Paulan apartments, under construction at the corner of Santa Barbara and 4th streets, will be based on the income of its tenants, who will have the choice of studio, one-bedroom or two-bedroom apartments close to downtown, officials said.

A single person over 55 with an annual income of $16,950 or less will be able to rent a studio apartment for about $400 a month, officials said.

The rates are made possible through a series of federal subsidies raised by Cabrillo Economic Development Corp. of Ventura, a nonprofit agency that will manage the facility.

A substantial amount of the project’s $9-million construction cost will be financed by the developer, Prairie Pacific Inc. of Santa Paula. City and county block grants, as well as a low-interest loan, will pay the remainder of the costs, officials said.

The facility is on the site of the former Santa Paula Citrus Assn. building, a lemon-processing plant that burned down in the late 1970s.

Heavy equipment began to roll on the property July 1. The apartments are scheduled for completion next summer, the developer said.

Each Mediterranean-style apartment will have a balcony with a view, the developer said.
