Soviets Apply to Join International Monetary Fund: The Soviet Union also applied to join the World Bank, two organizations it once derided as tools of the capitalist West, the IMF said. The applications are the latest step by Moscow to try to end more than 40 years of self-imposed economic isolation and join the international financial fold. The World Bank said Moscow’s request for membership came in a letter from Soviet President Mikhail S. Gorbachev to Bank President Barber B. Conable Jr. A country must first become a member of the IMF before it can join the World Bank.
