CRAMPED SHELTER: More than 11% of Orange County’s residents live in overcrowded conditions, compared to the national average of 5%, the latest U.S. census shows. . . . “What we found interesting was that our vacancy levels were very high compared to 1980,” said Joseph Carreras of the Southern California Assn. of Governments. “It seems to suggest a fundamental problem of affordable housing, which prevents people from moving out of their overcrowded situation.”

Virtually every county in Southern California has at least double the national average--5%--of residents living in overcrowded dwellings, defined by the U.S. Census as more than one person living in a room.
Los Angeles: 19.2%
Orange: 11.2%
San Diego: 9.4%
Santa Barbara: 10.3%
Riverside: 10.1%
