SPEAKING HIS MIND: There was a break in his Los Angeles trial on criminal securities fraud charges Monday, so Charles H. Keating Jr. got a few things off his chest in a chat with reporters (D6). . . . Keating, who last year spent 33 days in an L.A. jail, now has a personal view of the jail overcrowding situation. He says he has concluded that half the men in the facility should have been released. “They need help,” he added, “but they don’t need to be in jail.”
