A summary of significant Los Angeles City Hall decisions affecting the Westside in the last week. : CITY COUNCIL

ROOSEVELT HOTEL: Excluded poolside cabanas at the Hollywood Roosevelt Hotel from designation as Historic-Cultural Monuments. The council last month declared the Hollywood Boulevard hotel as a monument. Exclusion of the cabanas allows for their eventual demolition.

* WETLANDS: Councilwoman Ruth Galanter called for opposition to federal legislation that would limit preservation of wetlands. Provisions of one proposed law would allow destruction of degraded wetlands without a permit. Galanter said the city would not have been able to preserve much of the Ballona Wetlands in Playa del Rey under the legislation. Proposal has been referred to the council’s Intergovernmental Relations Committee.

RECREATION AND PARK COMMISSION

* PARK HOURS: Recommended that Harold Henry Park in the Mid-City area be closed after dark in an effort to deter crime. Councilman Nate Holden said the park, which had been open from 5 a.m. until 10:30 p.m., should be closed from sunset to sunrise. The City Council must approve the shorter hours for the park, located on Lucerne Boulevard south of Wilshire Boulevard.

* POTRERO CANYON: Designated landfill areas in Potrero Canyon Park as conservation zones. In stabilizing the canyon, the commission pledged to restore a natural stream bed and surrounding habitat for native plants and animals. The continued filling of the canyon must be approved by the California Coastal Commission, which is scheduled to discuss the matter next month.

HOW THEY VOTED

* SOUTH AFRICA: Enforced the city’s ban on doing business with companies linked to South Africa. City administrators had recommended allowing General Telephone Corp. to install telephones in new city offices, despite the fact a company subsidiary sold products in South Africa. Without the phones, city officials said they would spend $1.2 million renting offices that they would not be able to use. But the council majority argued that the anti-apartheid rules had to be strictly enforced.

Westside council members voting to enforce the restrictions: Galanter, Holden, Joel Wachs, Michael Woo and Zev Yaroslavsky. Voting to exempt General Telephone: Marvin Braude. John Ferraro was absent. Vote: 9-4 for enforcing the policy.

* APPOINTMENT: Approved the appointment of Reynaldo Garay to the city Harbor Commission. Garay, 56, an administrator at Los Angeles Trade Technical College, replaces retired Commissioner Robert Rados Sr. The appointment created some controversy because Garay was a resident of Rancho Palos Verdes when he was appointed to the commission last month by Mayor Tom Bradley. Garay pledged to live at least part-time in a San Pedro apartment to satisfy a city law that requires commissioners to live within Los Angeles. Voting yes: Braude, Ferraro, Holden, Woo and Yaroslavsky. Galanter and Wachs were absent. Passed: 12-0.
