SQUEEZE PLAY: Tustin Councilman Richard B. Edgar hopes to save his seat on the Orange County Transportation Authority, despite the county’s redistricting plan. Edgar represents the League of Cities on the OCTA board, but only if he lives in the 1st District--which he wouldn’t under the new plan about to be adopted. . . . “The concept of redistricting just totally wiping you out isn’t proper,” Edgar grumbled. But the cities league is on his side. Its leaders plan to seek an exemption bill in Sacramento that would let Edgar keep his OCTA job.
