Monetary Union Talks: European Community members began the final stretch of their negotiations to create a single currency and central bank. The EC’s monetary committee met behind closed doors to review proposals for bridging the remaining differences among members over the plan for full economic and monetary union. Separately, the personal representatives of EC finance ministers have scheduled to meet today to resume their talks to draft treaty changes needed to implement the monetary union plan. EC nations have set a deadline of early December to finish their treaty-drafting so EC leaders can endorse their work at a year-end summit in Maastricht, the Netherlands.
