THOUSAND OAKS : Curbside Recycling to Extend Citywide

About 30,000 households in Thousand Oaks are scheduled to join the city’s curbside recycling program next month under a plan approved unanimously by the City Council on Tuesday night.

For the past 15 months, 9,000 households have recycled aluminum cans, bottles, plastics and newspapers under a pilot program that started last year. Beginning Nov. 4, the city’s remaining 21,000 households will be allowed to pitch in.

Residents will be urged to separate recyclables and place them in containers to be provided by the city. The recycled materials will be collected on the same day that trash is picked up. Containers are scheduled to be delivered by mid-October to households that are not already participating in recycling.

Officials say the program will cost about $630,000 for the first 14 months, adding $1.75 to the average monthly trash bill.

The added charge will take effect in January, when trash rates are scheduled to increase because of a corresponding jump in fees at county landfills, city recycling coordinator Grahame Watts said.

Don Nelson, the city’s utilities director, said costs may go up in 1993.

Under a state mandate, Thousand Oaks must trim the volume sent to the dump by at least 25% by 1995 and by 50% in the year 2000.
