On Hold: A new immigration law that would have sharply restricted the number of foreign artists who may enter the United States for performances has been put on hold by congressional leaders. A measure introduced by Sen. Edward M. Kennedy (D-Mass.) would repeal the 25,000-person ceiling a year for foreign artists and require a two-year study to determine how many people actually enter the U.S. to perform and whether they have an adverse impact on American artists and entertainers.
