CAMARILLO : City Puts New Trash Haulers on Hold
The Camarillo City Council voted Wednesday to impose a six-month ban on new commercial trash haulers, saying that the city needs time to plan a recycling program to serve city businesses.
Only one hauler, E. J. Harrison & Sons, holds a franchise to provide trash service for Camarillo businesses, but the city’s solid-waste ordinance would have allowed others to obtain franchises.
Other companies have provided limited refuse service to businesses without obtaining a franchise, but have been asked to remove their bins from the city, said John W. Elwell, the city’s director of community services.
The moratorium was necessary, Councilwoman Charlotte Craven argued, because of competition expected among potential recycling firms.
Commercial recycling will be an important part of the city’s plan to meet state-imposed goals to divert 25% of solid waste from landfills by 1995 and 50% by 2000, Elwell said.
A recycling plan for the city’s commercial rubbish customers is being devised by the city staff and the council’s solid waste committee. It should be completed before the moratorium expires, Elwell said.
