World IN BRIEF : SOUTH AFRICA : Strike Announced to Protest Tax

The African National Congress and South Africa’s top trade unions announced plans for a general strike Nov. 4-5 to protest a new tax they believe treats blacks unfairly. The new 10% valued added tax will require millions of poor blacks to pay sales taxes for the first time on nearly all foods, medicines and utilities that were previously exempted.
