Startel Takeover: A New York company announced plans to acquire Startel Corp., an Irvine supplier of telephone message services equipment, in a stock swap valued at $4 million. Comverse Technology Inc., a maker of voice-mail systems in Woodbury, N.Y., said it would exchange 5.3 million shares of its stock for 4.7 million shares of Startel stock. Paul Baker, a Comverse spokesman, said the Startel unit would remain in Irvine.
