Senate Confirms Taylor as FDIC Chairman: William Taylor was confirmed as the new chairman of the Federal Deposit Insurance Corp., the nation’s top bank regulatory agency. Taylor, 52, takes over the post with the banking industry in its weakest financial state in about 50 years and bank failures at near record highs. He was approved by voice vote without objection.
