NEA Reaches Out: In a major new initiative, the National Endowment for the Arts Tuesday announced $6.2 million in federal grants for poor urban neighborhoods, remote rural areas and other “artistically under-served communities.” NEA chairman John E. Frohnmayer said the grants will rise by more than $2 million by 1993 as part of a campaign “to reach those who have not had the opportunity to experience and benefit fully from the arts in America.” The initiative was ordered last year by Congress, which stipulated that the beneficiaries must include inner-city and rural communities that historically have gotten short shrift in access to the arts.
