Prop. 140 Aftereffects

At the last statewide election an initiative to cut legislative staff and limit terms passed. Apparently a majority of those who voted thought that California voters, except for themselves of course, are incompetent to vote properly. They voted in an initiative that seems to be based on the assumption that those who are unable to vote out bad legislators when given the chance are, nevertheless, competent to vote in good ones.
An article (Oct. 27) reports on the first results. It seems that when a legislator now wants to know about a piece of legislation the quickest way to find out, there being a dearth of legislative staff, is to phone the staff of some interested lobbyist.
