David Novick; RAND Economist Aided Pentagon
David Novick, 85, a RAND economist who developed program budgeting to help government and business decision makers allot resources. He worked for the War Department and the Department of Defense as a controller and department director during and after World War II. The Pentagon introduced his program-budgeting concept in 1961. He was also an expert in the economics of thoroughbred horse racing. Novick wrote a dozen books, including “Program Budgeting.” On Tuesday in Bethlehem, Pa., of an infection suffered on vacation.
