NEWBURY PARK : Planners to Discuss Revoking Permit

The Thousand Oaks Planning Commission today will consider whether to revoke a 23-year-old permit for a convenience store in Newbury Park.

Southland Corp. was issued a development permit in 1968 for a 7-Eleven at 3309 Kimber Drive, said Michael Sangster, deputy director of the city’s Planning Department.

That permit did not restrict the store’s hours of operation, he said. At the time, however, the convenience stores were only open between 7 a.m. and 11 p.m. Since then, 7-Eleven stores have extended their business hours to 24 hours a day.

City officials are concerned that the late-night business could attract loiterers and increase crime, Sangster said.

Ventura County sheriff’s detectives say the 7-Eleven on Kimber Drive is the source of many complaints, most of them about juveniles who congregate there in large groups on weekends.

Sangster said the commission will also discuss whether it should speed up a separate study on an ordinance that would regulate all 24-hour businesses, including convenience stores, supermarkets and health spas.
