Hiring Outlook Flat: The hiring outlook for the first quarter of 1992 is flat, suggesting that the U.S. economy is growing but very slowly, said a survey by Manpower Inc. In its quarterly hiring survey of 15,000 businesses, the temporary employment agency said 15% plan to add workers in the first quarter and 15% plan reductions. The zero gain is more promising than the minus-1% projection of the first quarter of 1991, which was the same figure recorded for the first quarter of 1983 when the economy was last struggling out of recession.
