Pomona : Billboard Removal Studied

A city survey of 56 billboards in Pomona shows that only two of them were built with the required city conditional-use permits, but city officials say it is still unclear whether the city can order their removal without incurring liability.

City Atty. Arnold M. Glasman told the City Council that the city, which has been trying periodically since the 1960s to prohibit billboards outside manufacturing zones, cannot order their removal without paying hundreds of thousands of dollars in compensation to the sign companies and property owners.

But Councilwoman Paula Lantz said the city should be able to order the removal of illegal signs without paying compensation, just as it orders owners to tear down building additions that were constructed illegally.

The council this week directed the city staff to investigate the issue further and report back in January on steps the city can take.
