West Hollywood : Anti-Graffiti Ordinance
The City Council on Monday adopted an ordinance that will allow city workers to remove graffiti from private property if owners fail to do so.
The ordinance also gives the city authority to remove graffiti on private property when owners refuse permission for the cleanup. However, the city must first conduct a hearing offering the owners a chance to state their case.
The provisions are only part of the five-page ordinance, which city officials say is necessary to combat West Hollywood’s increasingly visible graffiti problem.
The ordinance also forbids the sale of aerosol paint cans to people under 18 unless they are accompanied by a parent or guardian. It also allows the city to hold parents of minors liable for graffiti that causes up to $10,000 in property damage.
In addition, the ordinance forbids anyone from carrying an aerosol paint can onto city property without the permission of city officials.
