Let Prisoners Pay Their Own Fees

Referring to the recent dispute over the $154 jail booking fees (“Some O.C. Cities Aren’t Paying Booking Fees,” Nov. 26): Why don’t we exact the fee from the people who are arrested prior to their release? Except for the innocent, they are all incarcerated for their own actions.

If the fee were to be refundable with interest to those who are not convicted of any crime, then why not consider it as a user fee, much like those imposed on our natural and state parks?

Why is this problem so difficult to solve?
