The RAND report (Part A, Dec. 6) misses a very important point: the uninsured motorist.

Yes, no-fault, but why not a system that really covers everyone--$10,000 to $20,000 of basic coverage funded through the gas pump. Any vehicle in California is covered. Those wishing higher limits and more comprehensive coverage could do so, just as they do now--purchase coverage as needed.

Result: The uninsured motorist will be no more! All will pay their fair share, costs will be lower for the law-abiding operator, and the legal profession will not be prevented from representing the interest of aggrieved parties.
