WASHINGTON : More Hurdles to Mideast Talks

Arab-Israeli bilateral peace talks are expected to resume in Washington this week with a procedural dispute over Palestinian participation still unsettled. The meetings had been scheduled to begin today, but the Arabs demanded a postponement to protest Israel’s expulsion of 12 Palestinian activists last week.

The Palestinians insist they should meet the Israelis alone, to emphasize their distinct nationality, instead of in the same room as the Jordanian delegation. Israel insists it will talk only with a joint Jordanian-Palestinian delegation. (It is holding separate talks with Syrian and Lebanese representatives.)

Negotiations are expected to drag on for months. A multilateral meeting on arms control and regional water issues is scheduled in Moscow on Jan. 28-29.
