Local Comings & Goings: KCBS Channel 2 on Tuesday demoted Jose Rios, the only minority news director among the seven VHF stations in Los Angeles. He will be replaced Jan. 20 by John Lippman, the top news executive at the CBS affiliate in Seattle for the last 12 years. Rios, news director at Channel 2 since August, 1990, will become senior executive producer and news manager under Lippman. KCBS’ news ratings have remained relatively flat during Rios’ 18-month tenure, trailing rivals KABC-TV and KNBC-TV. . . . Meanwhile, weather forecaster Fritz Coleman has a new long-term contract at KNBC Channel 4. The new pact allows him to continue his comedy specials.
