The Ventura City Council gave preliminary approval Monday for seven tennis courts to be built at Camino Real Park.
The council voted 6 to 1 to accept an environmental report stating that the courts would not have any adverse effect on the environment around the park at Dean Drive and Varsity Street.
Councilman James M. Monahan voted against the measure without comment.
The complex of tennis courts, a pro shop and restrooms would be at least 36 feet from nearby roosting sites for monarch butterflies.
