MOORPARK : City to Hold Hearing on Cement Factory

The Moorpark City Council will hold a public hearing Wednesday on whether a cement factory located half a mile west of downtown should be allowed to continue operating.

The council is considering an application by Conejo Ready Mix of 13950 E. Los Angeles Ave. for a 10-year extension of the company’s operating permit.

Conejo’s application has come under heavy scrutiny by city and county officials because of allegations that the company has left concrete debris in the Arroyo Simi flood-control channel next to the plant.

Officials are concerned that leftover pieces of concrete may be the reason the Arroyo Simi’s water level has risen two feet over the last 25 years, said Ventura County Flood Control spokeswoman Dolores Taylor. Taylor said the company has agreed to study how the debris has affected the flood channel as a condition for getting an extended operating permit from the city.

In addition, residents who live near Conejo Ready Mix have complained that the plant contributes to noise and air pollution and is an eyesore to drivers on Los Angeles Avenue. Residents and officials have also expressed concerns that the business contributes to congestion.
