The Oxnard City Council on Tuesday selected two former members of the city’s Economic Development Advisory Commission to serve on the Planning Commission in place of two incumbents who had asked to be reappointed.

At the same time, the council reappointed two of the four incumbents who had sought new four-year terms.

Named to the seven-member panel for the first time were Victor Fontaine, an 11-year resident of the city, and Dale Dean, a four-year resident.

Selected to new terms were incumbents Albert G. Duff, who has served on the commission for 16 of the last 17 years, and Edward Flores, who was first appointed in 1984.

Neither Stella Spray, a first-term commissioner, nor Tony Grey, who had served on the commission since 1986, were reappointed.

Besides serving on the Economic Development Advisory Commission, Fontaine had also been active in the Mexican-American Chamber of Commerce and Habitat for Humanity.

Dean had chaired the Economic Development Advisory Commission, and belonged to the Oxnard Area Chamber of Commerce and the Oxnard Art Assn.
