United Nations Costs

In response to your editorial “Yugoslavia--Pay Now or Pay Later,” Feb. 15:
I support your advocacy of a United Nations peacekeeping force for Croatia, but I am surprised at your unquestioning acceptance that a “longstanding formula” that requires the United States to bear 30% of the cost.
Times change and that longstanding formula should be revised to reflect present-day realities. Japan and Western Europe should now pick up more of the tab for United Nations peacekeeping operations.
