HOME SEARCH: California has millions of veterans but just one residential health care facility for them--in Northern California. At a hearing today in Santa Ana, a state commission is seeking a site for a second veterans home, in the Southland. Orange County is one spot under consideration. . . . “The need is overwhelming,” says commission chairman William C. Manes of Garden Grove. “But frankly, we’re looking to locate where someone might donate a facility.”
