TAXING: The precarious approval given to the House Democratic tax plan creates problems for Senate Democrats. They will need a plan that will stem Democratic defections and that is also palatable to Republicans, whose support will be necessary for passage if even a handful of Democrats jump ship. . . . Senate Finance Committee Chairman Lloyd Bentsen (D-Tex.) is expected to load a new, slimmed-down package with investment incentives, more tax breaks for real estate and health-care provisions.
