* Thomas W. Smith has been named president and chief operating officer of Communications and Entertainment Corp., a Los Angeles-based company that licenses rights to American and foreign films in foreign markets.

Smith joined ComEnt two years ago and has served as its executive vice president and chief financial officer. In September, 1990, he was named to the board. He previously worked seven years in the management consulting division of Price Waterhouse.
