LAKE VIEW TERRACE : Review Sought on Flood Zone Housing

The Los Angeles County Board of Supervisors on Tuesday asked that the U. S. Army Corps of Engineers re-examine federal regulations that prohibit dwellings in flood control zones.

Supervisor Mike Antonovich became concerned about the rule after The Times wrote a story about Eddie J. Milligan, manager of the Hansen Dam Equestrian Center, who had moved two mobile homes that he and his daughter plan to live in onto the property.

The corps objected, saying residences in flood facilities are unsafe. But Milligan says corps flood maps show that his trailers are above the 100-year flood zone.

Antonovich said such caretaker structures should be allowed “when it can be shown that they are free of flood hazard and that they do not frustrate the primary flood control mission of the corps.”
