Speaking His Mind About Diamond Bar
There is no democracy in Diamond Bar when our mayor pro tem, Phyllis Papen, chairs a City Council meeting.
At a meeting Jan. 28, I saw that Phyllis Papen was again ready to close the meeting when there were still people who wanted to speak. I sent a note to Phyllis Papen by way of staff, to please remember to ask the audience if there was anyone else who did not fill out the forms (requesting to speak) to please step up to the speakers’ microphone now.
This is and always has been the procedure of our council from Day One. She disregarded it and closed the hearing anyway.
At the City Council meeting March 3, Phyllis Papen was the chairperson again. She again refused to follow council procedure and did not ask the audience if there was anyone else who wanted to speak.
